War Doctrine and Violence - Policy 002.076
To promote dialog with nations of different cultures and values.
To hold diplomatic ties with rogue states.
To discourage negotiations under the threat of violence.
To respect principles of national and political self-determination, while encouraging the rise of higher political systems.
To use military force punctually in cases of legitimate (self) defense.
To prevent the spread of nuclear weapons and engage in disarmament.

05/12 2007:
In defense of world peace

Jerry Lee's doctrine of war is based on one sole objective: world peace or the security of Humanity as a global entity. This objective suggests that no nation or individual must be subject to a direct threat, even in cases where it assists in confronting a given threat. To achieve world peace, dialog is needed as much as disarmament. Where dialog is not possible, the use of international sanctions and military force must be credible.

In situations where governments or groups of terrorists represent a direct threat to national security or world peace, military intervention can be used proportionately for as long as a threatening situation exists. With direct threat is understood any development of Weapons of Mass Destruction (WMDs) or intention to develop or use WMDs. The threat is seen as aggravated, when those involved are illegitimate governments or rogue states. This is gw's Intelbal military-strategy.

In situations where governments are indirectly threatening world peace by engaging in rethorics against other nations and committing systematic violations of human rights and freedoms on their people as defined in the United Nations Charter, military intervention can be used proportionately to help opponents overthrow the existing power. A higher political system may replace brutal and sanguinarian regimes. Best results depend on the opponent's resolve and popularity.

In all cases, the use of military force must be punctual and proportional, and never be seen as an invasion of foreign territory with a lasting occupation. The driving force of change must be led by opponents of the overthrown regime or political auto-determination, even if it implies anarchy and civil war. Nations involved in overthrowing governments should guarantee humanitarian assistance and territorial integrity until a new government emerges and can exercise sovereignty over its territory.

The use of military force with nuclear weapons can only be accepted to prevent further nuclear attacks, and after the source of the attack was proven. This, however, would imply massive destruction of life. For this very reason, everything must be employed to reduce existing stocks of WMDs and prevent their development.

The use of military force is not subject to United Nations approval for as long as the current international system cannot be relied on to take critical and legitimate decisions. Read also gw's policy on UNSC and its definition of legitimate (self) defense.
