Communities of People

Groups of individuals who share same passions, hobbies, sensitivities, problems, or who feel discriminated by other groups because of certain psychological or physical characteristics, should have easier access to one another. Society should promote these communities and other subdivisions of communities so that they may integrate a world that is tailored to their needs, away from role models and product standardization, a world in which they feel totally comfortable. Eventhough communities of people exist today, their number and access remain restricted because of market-driven limitations. Examples of communities of people that would never exist without state's subsidies are those related to non-professionals who wish to share ideas or participate to debates on, for example, how to find remedies against diseases. These communities could be monitored by specialized staff who could explain to participants the basic mechanisms of some specific viruses. Participants would throw in ideas of how to unveil the secrets of the disease conducting to a real debate with the staff including challenging today's assumptions on the causes of specific ailments, could lead to new theories and reports that would serve as follow-ups to deepen new areas of research. Participants would always be informed on the progress made. Participation of individuals with varied interests for science, but without the appropriate education, is a good way to stimulate social intelligence, which today largely remains unexplored. Ideas may not be good. However, they may stimulate new ideas, which may lead to portions of answers and solutions. Other communities of people may include those who share a same passion for politics in the Middle East. Experts could monitor political communities to exchange ideas on different subjects of actuality, and react to ideas, throw them out or accept them as alternate policies that may be suggested to higher political levels. Every idea should deserve a multimedia follow-up through specialized websites. The selection of participants to certain communities may or may not exist. One other example of communities would promote physical relationships between people with same inclinations, physical features and health states evidenced with special sanitary id cards to lower risks of virus and other disease transmission. All in all, the creation of more and more complexe communities of people could only help to better social integration and fulfillement. Communities of people would make Society accessible to its citizens.

Crime Prevention Agency (CPA)

The CPA is composed of members of the police force and social assistance. It's first mission is to prevent recidivism or crimes committed by ex criminals after their detention time. Collected statistics from the Bureau Justice Statistics of the year 1983 and 1994 reveal the significance of recidivism in the US:

Recidivism of prisoners released in percentage by time after release in 1983:

11.3
23.1
38.3
46.8

Reincarcerated

8.4
18.6
32.8
41.4

The table shows that in 1983 as much as 41.4 percent of 108'580 prisoners from 11 US states returned to prison within three years of being released. This compares with 52 percent in 1994. On that year, 272'111 prisoners from 15 US states aquired an additional 744'000 arrest charges within three years after release. Among the charges, 21'000 homicides, 200'000 robberies, 50'000 rapes and sexual assaults, and almost 300'000 other assaults.

Consequently, to achieve its mission, the agency must follow up ex criminals for a given period of time, which may range from two to twenty or more years depending on circumstances. The table below shows the duration of follow ups after detention for each type of subject and act of violence.

The CPA differentiates underaged and adults knowing that the elder a subject, the more difficult the process of reinsertion after detention. On average, the CPA will assist twice as long adult ex offenders as it will underaged. For example, the CPA sets a follow up period after detention of 10 years for sex crimes committed by subjects under the age of 18, and a period of 20 years for subjects above that age. These are minimum follow-up and assistance-periods, which means that depending on the subjects, the CPA may extend indefinitely a follow up. The degree of intensity of a subject's follow up is provided by the court at the time of sentence, before detention. The intensity may vary from level 1 (basic) to level 3 (deep) for very serious crimes.

Should the CPA activity harrass a subject in a way that is not compatible with the goals of the institution, that is, seriously interfere with the subject's social reintegration, a judge may limit the scope of CPA's action or downgrade its level of intensity, in light of evidence provided to him by the subject.

Confidentiality:

Reports written on the subject by the CPA remain strictly confidential and may not be handed over to the public. The agency's activities must remain, if not secrete, discrete.

CPA tools:

The CPA benefits by law of an unlimited spying authorization on the subjet including on financial transactions and communications. Investigations and collection of data through witnesses may be done depending on the degree of follow up ordered by the Court at the time of sentence.

Ex convicted tools:

Ex criminals will have access to a whole range of social services to assist them in the process of reinsertion including access to housing and labor markets, social projects management or group therapies and social activities. In addition, psychological assistance must be provided to help ex criminals understand the causes and consequences of their anti-social attitude. These tools may only be offered on request of the subject.

Eventually, the objective of the CPA is to collect data on human conduct after detention, the degree of reinsertion achieved, and the best ways of achieving reinsertion. The experience gained by the CPA could help understand human conduct and how to help prevent deviant conduct of subjects in the future, developing new social infrastructures.

Demoniac Attitudes - Neuronal Chaos

Cultural changes are splitting modern society away from religious beliefs. Atheism is becoming increasingly popular. Why? Reasons of deserting churches may differ depending on individuals, but it may be easier not to be a God believer, if one used to attend the mass on Sundays or spend money on membership fees or religious taxes. A feeling of guiltless freedom whereby conduct is no longer judged by God and His earthly representatives is a reward. Modern society is going through dramatic changes that provide people with new, but less stable references to show them the way foreward. These references may include pop and movie stars, politicians or other prominent figures, or simply Mum and Dad. While generations change and adapt to a new environment, bibles do not. Therefore, an increasing reliance is made on the Law to get the needed moral and social values. Unfortunately, the legal system is not enough. While the Law lists misbehavior and their punishments, it does not state the rewards of following the rules. It guarantees order and impartiality, but it lacks any idealism and does not answer existentialist questions. In fact, it is as boring as it can be. And this is where demoniac attitudes start. Values are transformed, intellectually modified to suit one's mental equilibrium - without ever finding it - until it all ends with mental regression and negative circumstantial events. Demoniac attitudes are a sign of desperation. See gw's Demoniac Attitudes.

Astrology and Destiny

Mars-effect seen by Gauquelin

Astrology originated by Babylonians about 1000 BC. It is not only a big business, with over 10 new books published each week and 250 Million Dollars spent each year on consulting astrologers in the US alone, it is also a subject that has been thouroughly discussed and investigated over time. Among the studies, which drew most scientific attention in the 1950s, was that 'Mars-effect', where a correlation between the rising and culminating of the planet Mars at the birth of eminent athletes in various fields had seemingly been identified by Gauquelin. If his theory had proven to be correct, it would have provided evidence for a correlation between given planets and human affairs on Earth. However, his studies on 1'066 athlets and a control group of 10'000 never lead to any conclusive evidence due to the difficulities in selecting the right athletes for the test. For example: should any test include participants of the Olympic Games or also those who could not attend the event because of health, age, mood or other reasons? In fact, it appeares that athletes, or people in general, cannot be categorized in homogeneous groups for scientific testings. Gauquelin's convictions and life-long studies to attempt to demonstrate a correlation between stars and human success may have lead him to believe the unbelievable, paranoia.

Therefore, Jerry Lee rejects Astrology as a Science and finds totally unacceptable the idea that anyone can foretell people's future with any accuracy by reading the stars. If anything, the future depends on human experience and the likelihood of events. Jerry Lee believes in everyone's own capacity to draw a personal path in life that is in conformity with people's natural aspirations. While adults may still rely on parents, friends, psychologists and other leaders in their endeavor, some also rely on such things as anti-depressants and astrologists, when making up one's mind, really, is a matter of intimacy closely linked to one's own process of evolution.
