Intelbal focuses on secret service intelligence to draw strategic plans that control ennemy activities without the use of general force. Information on the identity of terrorists, their behavior and whereabouts are used against themselves and their accomplices. The war is mainly psychological, but can be backed with IFATA (Information Focused Anti-Terrorrist Action) that uses force to eliminate terrorrist cells.

To be able to conduct such a war, Intelbal needs to enter into the private sphere of suspects with spying and counter-spying being common activities. Highly sophisticated technology broadly employed to spy on suspects replaces the need of vulnerable, less reliable human spies, and gives Intelbal a definite hedge over its adversaries.

Intelbal is used only in the scope of gw's Doctrine of War, which exludes any non-military use of the sytem. Intelbal used against non-threatning countries and/or NATO member-states is strictly forbidden. In case of misuse, authors may be prosecuted for crimes of treason against friendly states.
